The close relations between Vietnam and India have their historical roots in the common struggle for liberation from foreign rule and in the national struggle for independence. Since our two countries gained independence, the late President Ho Chi Minh and the late Prime Minister G. Neru have contributed a lot to build and cultivate close ties between the two countries. And over the past thirty years, the bilateral relations have been increasingly developed at various levels and in all fields, political, economic, scientific, technical, cultural, and education and training. As a result, important achievements has been recorded, thus making contribution to the cause of construction and development of the two countries and developing the relationship to a new height in the new millennium.

Since the First Gulf War in 1991, the Security Council has authorized or approved the use of force in many cases. This new practice has, in the name of world security and peace, raised a heated debate on the concept of collective security in this new context, the Security Council's authorization for the use of force, the legitimacy of its resolutions and implications for the international legal regime on the use of force in general and the role of the Security Council as defined in Chapter VII of the UN Charter in particular.

The author offers insights into Indian history of economic development since 1947. Consequential Indian governments have led the Indians through various meaningful revolutions, e. g "the Green Revolution" in 1960s, "the White Revolution" in 1970s starting from the agricultural reforms. Under the new government of M. Singh, India has secured a sound economic foundation and seems to be ready to become a world power in the first decades of the 21st Century. Though there are many economic and political challenges for the Congress Party, the thrust of economic reform cannot be stopped. After 50 years of economic development, India is capable to provide its economic sectors by itself. India is leading in some spear-headed modern industries and will be less worried about "overheating" as China has experienced in her economic reforms.

Major powers and their roles in international relations are always important studying subjects and interesting research topics for students of international relations. Definitions for major power have been discussed. It is argued that at present major powers can be classified into three kinds, namely supper power (1), major powers (10) and middle/or regional powers (30), and the rest (140) cannot or will not become power due to their lack of both necessary soft and hard strength. The international order in the last 500 years has constantly changed thus reflecting the changing power status. Therefore, after the disappearance of the two-polared world the international order will be a multi-polared, not uni-polared one, the authors argued. People all over the world are striving to build a democratic and just world order in which every country, big or small, will have a roughly equal saying in issues affecting international peace and security.

The article touches upon some aspects of national. security in a globalized world. In addition to traditional concepts of security with focus on threats from outside forces, domestic challenges to national security are also mentioned. In the world of high-level interdependence and a lot of interactions, the distinction between external and internal threats is a bit blurred. So, to ensure national security, attention must be paid to both traditional and newly-emerged challenges. In this connection, internal factors play vital role in spite of the fact that domestic affairs have been much more internationalized than before.

The authors give a brief account of the first nuclear crisis, the reasons for the second one on the Korean Peninsular and argue that North Korea has, to some extents, been successful in its agreement to come to the negotiating table to solve the second nuclear crisis. As the DPRK is a potential nuclear-capable power the US can not treat her as it did with Iraq. Furthermore, given the strategic geographical location, Korean Peninsular attains vested interests of major powers and the six-party talks seem to be a logical process. As the two principal players to the talks, namely the United States and DPRK, steadily stick to their present position, thus prospects for a peaceful solution to the nuclear crisis acceptable to all seem to be a long wait.

It is argued that throughout its history the main thrust for economic benefit has always been present in US foreign policy. Priorities may change places but the economic logic is always there despite their names or titles. Given the present scope and scale of globalization whoever is elected to the White House in November 2nd, oil will continue to be on top of the government agenda. The author believes that a secured oil supply will not only guarrantee a stable economic development for the US economy but also will satisfy the growing demands of US customers. On the other hand, oil can be used as weapons to harness the present and future economic rivals of the US. In a rapidly changing world, sooner or later the US will have to adjust its preemption strategy so as to come in terms with the historical trend and new challenges including the special phenomenon of "privatized war".

Thailand-Cambodia reldtions have, over 50 years since the day of their diplomatic normalization, experienced many ups and downs. The prospects of an improved relationship between the two sides have been furthered by the fact that they are close neighboring countries sharing similar customs, traditions, language, and beliefs. Moreover, the Paris Agreement on Cambodia in 1991 and the country's accession to ASEAN in 1999 have paved the way for Cambodia to expand its relations with other countries in the region, especially with Thailand. The two governments have also been aware of the importance of maintaining their good relationship. However, such issues as racial prejudice, border disputes as well as instability in Cambodia's domestic politics have been discouraging factors for the two sides on the path towards a better relationship. Thailand-Cambodia relations in the short and long-term depend on how the two countries resolve their differences and make full use of positive factors.

There has been a major transformation in our Party's thinking on foreign relations. The Party has, through a series of National Party Congresses, made a lot of changes in looking at the world and regional situation, particularly the global economic forces, the impacts of the revolutions in science and technology, and more importantly, the main trends of the times. In the light of this transformation, Vietnam's new foreign policy orientation was codified. This took the form of the Politburo Resolution No.13 that stressed a multi-directional foreign policy orientation. The emphasis was to maintain peace, take advantage of favorable external environment in order to set the base for economic development. As a result, a foreign policy of independence, sovereignty, openness, and diversification of international relations has been gradually shaped. And the implementation of this foreign policy has, over the past two decades, contributed greatly to the continued preservation of a peaceful environment and creation of favorable international conditions for accelerated socio-economic development, national industrialization and modernization, construction and defense of the Homeland.

The importance of ASEAN-China relations is widely recognized in this region. The author discusses some imperatives of these relations with regards to ASEAN as a regional grouping and China as well as individual country's relationship with China. Implementing friendly and peaceful relations with neighboring countries is vital to China and ASEAN. Confidence building measures (CBMs) are being sought to strengthen the mutual trust and as a result cooperation between China and ASEAN has expanded in all fields. This development, in return, creates hopes for solving disputes and differences between them. The author concludes that in the globalized world China and ASEAN will continue to compliment and support each other in the world arena for mutual benefit. The China-ASEAN cooperative linkage will form a new impetus for. common development in the region as well as the world over.

From an original list of 26 candidates, the contest for the Ukrainian presidency seems to be whittled down to a choice between two men, V.Yanukovik and V.Yusenko. The author attempts to analyze the election campaigns of these two men as well as their advantages and disadvantages in the contest, thus making the forecast of the outcome of the coming Ukrainian presidential election and its implications for the country's development in the coming years.
