Basic inflation-from theory to practical application in the world and Vietnam

How to curb inflation is a big concern for scholars and economic policy makers in Vietnam in recent years. Nevertheless, there remain differences in opinions about the concept of inflation and an approach to identifying inflation rates. This article is designed to sort this matter out, and present how it is applicable in the world but still remains new in Vietnam.
The main contents of the article include
1. Inflation and basic inflation.
Inflation is regarded as the phenomenon, in which the circulation of cash exceeds the actual needs, leading to the increase in prices of almost all commodities, meanwhile basis inflation stems from the supply of currency, which is expressed in CPI in a long term manner, without temporary "shock" in prices.

Impact of ODA via ICOR

It is neccessy to evaluate the impact of ODA on the economy of the recipient country. However no model has so far been regarded as an appropriate one. Vietnam is an ODA recipient nation, that's why a model to evaluate ODA impact on its economy is needed.
The article applies the method of evaluating ODA impact on Vietnam's economic growth via ICOR movement. The main contents of this article include.
I. Impact of aid on growth through the indicator of capital over growth.
The disbursement of ODA during the 1993-2004 period in Vietnam shows that the ODA disbursement increases 4.9 per cent of GDP per year on average and with this rise ODA contributes an average 0.82 per cent to Vietnam's annual GDP growth.
II. Impact of ODA on ICOR index
The analysis indicates that ODA in Vietnam helps lower down the social investment, namely, ICOR tends to increase correspondingly to aid.
This index serves as a basis for macro policy making process. And it is time to think of using ODA more effectively so as to overcome its negative impact on the efficiency of general investment.
