In modern life. labyrinth streets obstruct urban development in terms of architectural planning space, infrastructure and administrative management. There are two kinds of labyrinth in the city: 1/Slums is a ragged residential quarter of the urban poor; 2/Ancient villages in the inner city have changed during the urbanization process. The paper interfered in the tangible part, it means to have plans which expects indispensable development of villages in and near the city. Urgent works are as follows: 1/Making ground plan of future development of the urban villages according to the plan which is divided into periods; 2/How to treat established labyrinths? This is an extremely difficult exercise because preventing is easier than treating. The most difficulty is right of land of residents, sometimes it is only a half of square meter that need to straighten the road. Hence, it should enter every sections of the labyrinth, in this area it needs to overcome narrow an devious roads, in the other it needs to solve sewage which always has been flooded after heavy rains. It means should solve concrete priority targets in every area.

From experiences on preserving ancient towns in other countries as well as actual situation of Hanoi ancient quarter, the author has proposed some solutions as follows: 1/To make general survey in Hanoi ancient quarter; 2/On the basis of data from the general survey should regulate reasonably and feasibly issued planning content and build a new project on "general planning of preserving and improving values of Hanoi ancient quarter" which will be submitted to the Prime minister to approve; 3/After approving the general planning component projects should be built urgently to be approved by Hanoi people's committee
The ancient quarter is valuable heritage of Hanoi and the whole country. Despite it is late and we had done not much to preserve and improve values of this important heritage, but this situation could be saved. It is time for turning acknowledge into practical action.

It is difficult because setting up a defined boundary is impossible if it have to meet all above-mentioned requirements so we need selection, consideration to define the boundary meeting as much requirements as possible but the more important are factors such as space, architecture, structure and urban form. When defining the boundary, scale of Hanoi ancient quarter it needs to determine a region - protection area (adjoining area) affecting to this quarter. Surrounding landscape is a factor to be considered, especially the relation with Hanoi ancient citadel and French quarter which should be considered as a close component of the ancient quarter. Functions of the ancient quarter during historical progress should be maintained and improved such as functions of residence, business, culture... This is an important factor creating and feeding intangible cultural values of Hanoi ancient quarter.

It is necessary to define a role of determining reasonable construction investment in common aspect of our economy as well as harmonious construction regulation. They are a developer, consultant, construction bidder, owner, user, occupation association and community and the last important decisive body is the government. It should make clear values of urban architecture of individuals, organizations in the cities or street lines. They also are both property and a cultural product of the time; object concerning rights and obligations of all persons, beauty and common landscape of the cities.
