In Vietnam, high-rise architecture has been appeared. In coming years, many magnificent buildings will be built both in Hanoi and Hochiminh city. This is natural and indispensable development trend of new cities in the developing countries. The boom of the high-rise architecture appeared in Hochiminh city in the "open-door" period (in 1990s). Obviously, the embarrassement was not prepared to receive the new kind of architecture. City planning almost has been broken down to meet the foreign urgent construction investment requirements. This wave only temporarily stopped after the economic financial crisis between 1997-1998. At present, with the rapid integration into the world and region, Vietnam is going to face with the new wave of the high-rise architecture.
10 Managing planning of the high-rise buildings in Ho Chi Minh city
The master plan of Ho Chi Minh city in 1998 is now under regulation and managed in spread according to administrative boundary. Hence, this plan does not meet development requirements of the city and the high buildings grow up everywhere when management criteria are under construction. Combination between the past and present in the overall city is the communicative synchronous lack. In the city centre with French-style planning and newly developed urban quarter with European-style planning there are straight roads, along which are houses built in similar ways from the same height to the same form of the windows. In contrary, landscape of the new quarters has structure a bit similar in terms of the straight roads and even a bit similar in terms of proportion and facade of these works along these straight roads due to construction site is not square and has a complex form.

Sai Gon obviously will become the financial, commercial, banking, tourism and service centre not only in our country but also in the region and the world. This centre is situated in two banks of Sai Gon river, in the West and East, but the more urgent thing is in the centre of Sai Gon. Due to the requirements on concentration of exchanges, on large space as well as limitation of land and high value of land so people must exploit the space above and under the ground. The high-rise architecture and underground works are certainly main components of economic and service bases and main content of planning architecture ofthe city centre. The city should direct the implement of urban planning with the scale 1/2000 1/500 of the main roads in the centre. In this area, construction of the high-rise buildings is permitted. However, it is necessary to define the high, size and architectural language. This detailed planning should link with owners of these lots. Research, seeking for construction requirement orientation of the owners are the necessary work.
10 Sociological problems to be concerned while designing the high-rise buildings in Vietnam
The apartment building should be a diversified and flexible product. The high-rise Although being the product of technology and advance technique, the apartment building needs diversification in kinds and subjects of beneficiary. It is necessary to divide the apartment buildings into the buildings for the rich, for the middle, for the low-income people as well as buildings for the family and single person. A relatively large part of population has demand to live in the apartment buildings and we maybe confirm that the apartment buildings have been built for them. Unfortunately, they can not buy these apartments in current conditions. They are young civil servants. Our latest surveys show that if the 24-32 sqm apartments were sold for 200 250 million VND, 70-80% of the civil servants, single intellectual persons, young couples would have owned it. After 10 years, when their financial conditions are improved, they can buy another apartments and leave their old small ones to others. At present, the area ofthe apartments is from 60 sqm to 140 sqm. The lowest price is 600 700 millions VND. The amount is too big for the young civil servants. The apartment buildings are reality which the tender can receive. It is not new in Philippines, Japan, South Korea but in Vietnam it has not been mentioned yet.
